Being proactive makes a difference, be reactive and you may win 0-20% of your bids, be proactive and you can win 60-80%, it makes that much of a difference.
A tech SME client of mine won a contract recently that (together with another previous win) will cover their current overheads for 7-10 years. This is exceptional and not the rule but illustrates the potentially transformative nature of the work available from the public sector.
